Underneath
Every dedicated server ships with its own management controller — iLO on HPE, iDRAC on Dell, a BMC elsewhere. Current ones speak Redfish, older ones speak IPMI, and either way the controller runs whether the operating system does or not. That is what the panel above is driving, and you are not locked out of it.

Publish the controller on a port you can reach and drive it the way you drive any other BMC, with whatever you already use.

What the controller gives you, once you are on it
Which of these answer depends on the controller in the machine — an older iLO does less than a current one. The panel checks before it offers you a button, which is why the console option is not on every server.
Where support stops
The deployment and customization of custom code or certain applications, may not be supported. Server Room intends to honor all of your requests, however, we reserve the right to refuse work related to the following items:
